  • The focal point of this module is built upon the attainment of recognising client objectives and needs. The course develops this in assisting involved parties to mutually determine advantages, disadvantages and general characteristics of project procurement systems; making recommendations regarding buildability relative to cost impact; selecting appropriate contract documentation and arrangements to be implemented; and selection of a method of price determination and associated method of measurement to be implemented.

    • The examination for this module assumes that the user has read all these articles which supplement the Study Guide

    • Users intending to undertake the examination for this module are strongly urged to read as many of the listed texts as possible to complement primary course material

    • This forum is provided for the use of Users to facilitate communication amongst them. The intention is not to provide a 'chat' function but to encourage Users to discuss issues related to the course that are of mutual interest - for example the sharing of information / views etc on an assignment. 

    • (A) Masterman (2002) suggests that construction procurement systems may be categorised into three distinctive groups, namely:

      a)    Separated and co-operative

      b)    Integrated

      c)    Management-orientated

      Describe the unique characteristics of each of these groups, indicating situations where they would most appropriately be adopted, and describing in detail at least 1 (one) specific procurement process within each group. In addition, identify the principal participants within each system, and briefly explain their primary roles and responsibilities within each system. The stakeholders to be identified should include, where appropriate: Clients; Professional Architect; Professional Quantity Surveyor; Professional Structural / Civil Engineer; Professional Consulting Engineer (Electrical / Mechanical etc); Professional Project Manager; Main Contractor; Suppliers (material and / or labour) to Main Contractor; Subcontractors; Nominated / Selected Subcontractors).       (B) You have recently been appointed as the consultant quantity surveyor on a new private school project worth approximately US$ 5 million. Whilst the planning and construction programme time is ‘tight’ it should be possible, through the adoption of innovative design, documentation and construction approaches to complete the project within the allocated time period. The budget is similarly constrained, but possible to achieve if adequate price planning and control procedures are adopted. The architect (who is relatively inexperienced) has suggested that it may be worth considering an ‘alternative’ to the traditional BOQ form of procurement. Write a detailed report, explaining the circumstances under which such an ‘alternative’ procurement option (drawn from the listing discussed by you above) would be considered appropriate, and compare this approach in detail with the traditional system, adopting provisional Bills of Quantities.

      This assignment contributes 50% towards the total module mark
